Lotus Notes - attribute changes not published to the vault

Attribute changes on lotus notes users are not published to the vault.

I verified the admin ID exists in the names.nsf database and it does have manager privileges to all databases as well. The admin ID is actually defined as a 'full access administrator' which gives him manager access to all databases on the server regardless of what is in a databases ACL. Checking the ACL of the ndsrep.nsf database confirms IMG Admin has manager level access anyway.

With all of this confirmed, changes made to attribute values on the notes (internet email address, last name, etc.) end are still not recognized. Nothing shows up in the trace log. There are a few user attributes that should synchronize to the vault when they are modified but this is not happening.
