Applying policy to driver start and stop "events"?

I am trying to execute some policy actions here at driver startup and
shutdown. I haven't yet found a set of Conditions that I can apply to
trap these. They're not real events, at least not in the sense that an
<add> or a <move> is a real event. Any suggestions on how to react to
them?
