Default Instance Licensing Model being phased out?

My customer has been recently told that Novell are no longer offering Instance Licensing Model for eDir & IDM, and come the renewal of the contract we will need to be moved onto per-user licensing.

Is this quite a serious risk for my customer as they currently have many million records in our IDM Vault, and we were looking to double the number of records to create a few new data views to be exposed via a SOAP driver. But that is now in question.

Reading through the IDM 3.6 and eDir EULA's it mentions Instance Licensing and the requirement for all users above 250k to be licensed per-user if it's being used as a common LDAP store. But we don't have any users (apart from the admin ones) in our database, they are all custom records we have created from custom schema.

Is Instance Licensing being phased out, or aren't we being told the truth by our sales person?
