Notes Web Client Only Rename

I'm having issues with renaming a web client only Notes user. I'm not sure if this is because the user is set up incorrectly in Notes, or the Driver Shim requires additional parameters besides the adminp-web-user-rename being inserted into the modify event. I am not familiar with Notes so please bear with me on my Notes knowledge.

Here is the process:
1. Web User created in notes without a cert or id (is this standard?)
2. Account created in IDV
3. Matches Notes account via workforceID and email address
4. Change first name which hits my policy that inserts an adminp-web-user-rename into the modify event.
5. Notes returns the error "index not found"

I think this makes sense since there isn't a cert or an id for the web mail account, but is there something else I am missing here?
