Password Policy not found

I am trying to setup the user application. Everything installed have setup a password policy and assigned it to the container I am using as a test. I am able to login to the User application as one of my test users and change my password. But, when I click on the Forgotten Password link and put in that same user ID, I get a message stating that "password policy was not found for entered user". Anyone what this means?
