Admin has no permissions in RB 3.7

I also ran into the same problem with the Admin user. I was under the impression that best practice was to have admin functional accounts outside the scope of other users. To resolve, I had to move the user app admin account inside the user scope, refresh the config in the user app, then force synchronization.

Yes, it is stated in the documentation...somewhere around page 120 of the install guide (yipes!).
