Netstorage requires full context to login

I have 2 servers that I have netstorage setup on,

One Netstorage works perfectly

The other has GW65SP4 webaccess on

I setup Netstorage on both identically

The server with webaccess has always required the users full context

I've even gone through

to delete the registry items and recreate them
tried both with DNS entry and Server IP

I've even put a read only replica on the server thinking it had something
to do with not having a copy of DS on it.

Anyone have any other suggestions to try

For the record Netstorage works on the server, I just can't login withought
the users full context, reguardless of what I set the search context to
