Proxy server OES2 ifolder 3.6

Installing client on laptop on LAN ifolder 3.6 works fine. We use
bordermanager as a proxy server. When I am off the LAN ifolder client
will not connect with an error simiasconfig cannot resolve
border.xxx.com. Eventhough we have an exception in our browser config
not to use proxy for the proxy server. I turn off the proxy off the LAN
but still cannot connect. If i uninstall and reinstall iFolder 3.6
client then it works fine but once I connect on the LAN and then connect
off the LAN it get the same error that simiasconfig cannot resolve proxy
server. I have searched the simas config files to see where this is
being written to when on the LAN without any success. Any help would be
greatly appreciated. I am running Windows Vista SP1
