error creating a profile

Whilst trying to create a profile on a student iPrint/NDPS manager I get an error:

Error: Create Printer Driver Profile Failure
Broker name: XXX.XXX.XXX.XXX
Check that the Broker (BROKER.NLM) is loaded.

where xxx is the name of an old student broker which we do not load!

We have one other (staff) manager which happily creates profiles, and that server is the one hosts the staff broker.

But I need the profile setup on the student manager.

I know profiles are manager centric, they must be created on the manager where they are to be used, but must they also host the broker too???
