Default CLIENT FREEZE, SERVER RESPOND SLOW RANDOM

Within a network with mask / 16 NOVELL SERVER 5.X (after the creation of a new volume) has started to respond slowly to clients. Were carried out in parallel to other activities of the network, but the perception is of a temporary block at ethernet.

During slowdowns, the server drops as CPU usage, and packets traveling over the network slows (or arriving late to the client).

The server (apparently) slow (and reduces the load on the cpu) because of problems with network traffic (behaves as if packages arrive 'at the destination) ... The analysis protocol on the switch port to which the mirror and 'connected the server has detected only some delay on the NCP (including question and answer) ... any ideas?
