Missing Operating System

I just finished building a new server for our small shop. Less then 10
users. After going through the express install, letting the install finish,
down the server for the first time and remove all disk. It will not boot. I
get a "Missing Operating System Error" I can boot to the crypto disk, change
drives to C:> change dir. to CD NWSERVER type SERVER and Netware starts up.
Am I missing a batch file on my C partition or a command in a batch file?
Any help is welcome.
