As Massimo says, this is a side issue as far as your problem is concerned
- but it should be solved by following commands

1) unload PORTAL.NLM
2) unload HTTPSTK.NLM
3) load HTTPSTK.NLM /RESET
4) unload HTTPSTK.NLM
5) load HTTPSTK.NLM /SSL /keyfile:"SSL CertificateIP"
6) load PORTAL.NLM
