Erm, well, yes ... you changed VPN gateways, the problem happened, so the problem is in the new gateways in some way. Assuming you've changed nothing in the servers then it's not a NW issue.
You say "what's getting blocked", what have you seen that points to a blockage in particular? The symptoms you describe look more like a timeout of some sort.
