Default power users can't release/renew

I'm running DHCP on NW6sp2. My workstations are W2K and XP NWclient
4.83sp2

Is it correct that a Power User in Windows can not issue an IPCONFIG
/RENEW or /RELEASE?

If so, can anyone suggest to me how I can allow my users to renew IP's
manually if they need to in a troubleshooting situation?

For example, I have different WAN segments and when people travel
between the segments, they don't always get an IP right away.
Sometimes they have to release the old one, and sometimes they just
have to reboot a few times before it will give them a local IP.
