Default DHCP redundancy

I've read a lot of notes saying that one can or can't have two dhcp servers giving out addresses in the same subnet pool. Certainly, this article - Failover with ISC DHCP says you can do using ISC DHCP (which shipped with SLES9/OES)

Can this be done with Novell DNS/DHCP? If so, how? Lastly, how do I use an OES2 Linux server as one of the failover pair?
