Default DNS not updating new setting

I recently had to put filters for our dhcp scopes to allow them to do recursive queries while not allowing anyone else to, a lot of the machines wont take the new dns ip address, ie, many of them had our outside 204.x.x.x dns address as their dns, I reconfigured the dhcp scope to point to the internal dns servers ip 10.0.x.x , and then stopped and started named on the servers, ( I have 2, 1 is designated primary the other is passive primary) had them flush dns and release and renew ipconfig but when you do ipconfig they are still pointing to the outside dns and not taking the new setting. What do I need to do to push down the new dns settings to these scopes?
