Some things that will help to get visibility on what is going on:

Unload DHCPSRVR
Load DHCPSRVR -d2

That will show a debug screen for DHCP, and you can see leases going
out and various error messages. (-D3 will log to a file as well).

Load NAMED -info

(NAMED must already be loaded first). That will show some of the error
messages on the DNS screen.

Could you have more than one DHCP server running in your network?
(Check the DHCP server address in the clients).
