NetStorage Download works Upload doesn't (act's like download)

We are running NetStorage and can login and download files without any
trouble. However, when we try to Upload, the browser (IE & Netscape)
doesn't know what to do and launches the 'what do you want me to do, save,
open, etc.' dialogue. (This is a new installation.)

Any ideas why Download works so well and Upload fails?
