Virtual Office Challenge Response Timeout with incorrect answers

Do you mind explaining the ChallengeResponseLCM.jar file? I have a newer version of that file in the \tomcat\4\webapps\vo\WEB-INF\lib folder. It is dated 2/5/2009. I'm not 100% sure if it's really the correct version. I replaced an older version dated 12/2008.... There was no change after replacing the file. Is there something else that needs to be done, more than replacing the file and restarting Tomcat and Java?
