Mirrored Copies do not match

I have a netware 3.12 system that will not mount the SYS volume.

I run vrepair to correct the problem, it corrects it and I can mount the drive. Then when I reboot the system it comes up with the same problem.

I load the install program and I find that I don't even have the SYS volume mirrored....

What is the next thing I should look at?
