Thanks for the help: they are now up and running.

IIRC can see who has the file locked by running the NW 3.x version of Monitor - SYSCON I think it was. In Monitor there's an option in the main menu File Open/Lock Activity, you just select that abd drill down to the file.

Failing all else just reboot the server.
