File in use or locked - Netware 3.21

I know nothing about Novell Netware, client has v. 3.21 on Windows 98. It is a DOS program using dbf files. User gets a message, file is in use or locked. I need a simple set of instructions on how to unlock the file. No one else is logged in at the time user gets the message. Always the same file. Uses FoxPro indexes.
