It will try to add Root server and also addition to that it will
add acls to root server and group objects. If fails it will keep trying
the same not more than 60 seconds.

But admin will have all the rights, so it might not failed because
of any rights issue. I guess u r trying to add server to existing tree
and it is timing out. Need to figure out why it is timing out.

May be you could post the entire dns related y2log
information. Would like to check the status of the previous objects.
(Group, users)

Do u have refferals enabled, may be it is unable to operate on referrals.
FYI, To solve these referrals there has been a fix made in OES2 sp1.
