dhcp logging doesn't work?

Is there a reason why Novell DHCP doesn't write to the log files?

For some reason it's not starting and I cannot figure out why.

If I reboot the server, it doesn't load, if I try to manually run it, it just says "Failed"

I would think (at least the docs indicate) that it does write to a log file, but I see 0-byte files.
