I changed the date/time in YaST to be:

Hardware clock is set to UTC (then had to modify the time) and then ran another migration and that seems to work.

How odd though, considering:
1) we're using NTP for time syncing and the GUI shows the correct date/time
2) I have two other servers set to "hardware clock is local time" and they show the correct date/timestamps, as do the miggui log files.
