EXPAND SP7

I keep trying to expand sp7. Not real sure if i am doing something wrong. I try many ways and keep comming up with error

file may be corrupt or an unsupported version

I tried in the root of c: the root od sys vol on my server. I have tried opening the file and copying nw65sp7 folder out.
i ahve tried winzip. I have tried stuffit expander. all the same results. I have tried downloading it many many times.

is there a special way to do this?
