Forgotten Password Challenge Response questions not diplaying properly

When using the "Did you forget your password" link on the 4.93 SP4 client
I get the challenge response questions. (R N User Administration and web
site works fine) The questions like "What is your pet's name?" don't
properly display the ' charector.

Instead the following is displayed: (a with an ^ over it)(looks like a c
with two bars through it - I think it is the symbol for the euro)(trade
mark symbol).

Oddly some of the questions displays properly. And it isn't always the
same question that displays incorrectly - it changes sometimes it shows up
right and others not.

Any ideas - bug in the client?
