Yes! I can remember back in 2000 days seeing this also, I think back then I fould a resolve (Timing Issue) but can't remember what it was. Don't have any more 2000 servers running.
Did find a resolve to the slow issue and now have this fix running on two blended networks to make sure it is a true fix.
