Getting a message that I need to upgrade cluster software when addinga node to the cluster

My servers are on sp8 and I'm using the sp8 overlay dvd. The new node
was installed from the same dvd. The existing nodes were installed as
6.5 sp3 and upgraded along the way.

I took the cluster down and let the utility do its thing, it reported it
was successful. Afterwards I got the same message again.

I looked at the timestamps on the cluster nlms in ncs.zip they were
different by about 8 hours. I copied them over the existing files
rebooted each node and I still got the same error.

Any suggestions?
