I believe you need to check the box next to the problem resource and then click the Respond to Alert link. I would recommend checking the policies tab on the resource and make sure the start mode is set to automatic and the failover mode is also set to automatic. You also may want to be sure that the preferred nodes assigned list is correctly filled.

If you read my original post carefully you will see two important details that you apparently missed - first, I tried responding to the alert and it doesn't work. Second, I'm trying to get rid of it - I don't want it to start up at all.
