HTTPS vs HTTP

I have found a new Proxy site, and I can add it to be blocked. It blocks the
[url]http://,[/url] but the https:// still gets thru. The manual says the https:// will
not be evaluated in the black list.. any way to stop the secure side?

Site is [url]https://www.radio-farda.com[/url]
