Short Term memory problem

Lately I've been getting short term memory errors on the server. I would like to know if there is anyway to add more memory to the pool manually?
The server has 7GB memory I've noticed that this usually happens either during or after running a rsync backup to ta remote location. Sometime the rsync does not complete because there isn't enough STM available. I've attached the config.txt file with the segs information in the same file.
