Default NSM 2.5 bugs & features pt. 8

#16 finally came around to look into action objects. Lots of actions to work on the file system directly, but nothing to perform NSM admin tasks! What I am really missing here is the capability to trigger backfills so IDM can be used to fully automate collaborative storage mgmt similar to what's already possible with user homedirs.
Background: NSM 2.5 now renames group homedirs when the Group object is renamed, but still requires a backfill to enforce policy paths even when directly assigned policies are changing. So IDM can set a policy as desired but an admin will still have to perform the backfill manually!

#17 another approach to solve the problem described above: add a policy option "automatically enforce policy path" to tell NSM that all objects that end up with this policy as the effective policy shall get the path enforced without requiring any manual backfill actions.
