Default Shutdown/Reboot Problem

I have SUSE Linux Enterprise version 10 SP1.

When I shudown or reboot my linux server, the iscsi disks are disconnected before my Progress database is shut down. I have produced a script in /etc/init.d and linked it to rc5.d as K05progress (the earliest script for shutdown). I thought these scripts were run in sequence. Is this not the case? Can anyone tell me how to rectify this problem.
