Got the same error message. In my case SSL was not enable / configured.
Upon apache restart I received a syntax error message in
/etc/apache2/vhosts.d/vhost-ssl.conf regardin SSLEngine
This is a config file for SMT, but the root cause the disabled SSL module...

yast2 http-server -> Server Modules -> Check "ssl" module
