the virt-manager utilizes only the xen store, therefor it might be problematic to find a way without it. I think another important question would be to know if your customer uses the virt-manager to modify parameters of the domU while it is running (like memory settings and those things). Virt-manager writes them only to the xen store and does not update the old files. So the customer would need to do this whenever he changes something on it's own.
Are the dom0 server part of a cluster that you do not want to use the xen store ?
