Possible to set Folder Entry Properties

Is it possible, to set properties for a certain folder entry which is not inherited by the parent folder?

for example, i got a folder with 10 files. I wanna have 9 of them with the same user rights, but the 10ths file only for the current user. Is it possible to set this property to this single file? or do i have to create a sub folder with these permissions?

and another thing... is there somewhere an example XML s string where i can see, how this modifyFolderEntry Call works?
