Workflow question

I am working on a workflow for new hires. The department manager will complete a form. Part of that will be the description which will be used to provide the hiring announcment (i.e. We are please to welcome Jane Doe to accounting ... ). On submit, I would like just that part to become an email to everyone excluding the remainder of the form. Is this a reasonable thing to expect and, if yes, any idea how I could accomplish it?
