Think I have it. For some reason the installer did not create the webdav lock directory as required in the zon-docshare-ldap.conf file. However, after creating the directory, I am still not sure of ownership. Further, the conf file points to /opt/iic/httpd/devlockdb/locks but Conferencing puts the files directly into /opt/iic/httpd.devlockdb.
For now, I have give world write to the directory and it works. I will correct that and ownership later.
