Printer stealing licenses

Situation:

Novell 5.1 with win98 clients. I have just replaced the printer with a
networked kyocera through jetdirect. I now have the problem that this
printer keeps taking licenses and is preventing some of the clients
accessing the network.

For a temporary resolution I turn the printer off until all of the clients
are logged in and then turn the printer on which then takes the remaining
licenses (5 of).

HELP!!!!
