ZCM 10.1.3 on SLES: No Windows agent push deployment

I decided to start from scratch and reinstall SLES and ZCM. I started by reinstalling SLES 10 SP2 and ran all available updates. I then installed the latest version of Mono by adding the web repo into YaST. Finally, I reinstalled ZCM 10.1.0, then ran all available updates before attempting to redeploy the agent.

I manually installed the agent on an XP workstation and was then able to push the agent to another Windows box.
