how do you deploy/install the bundle?
My guess: You have a "Copy files" used in Install, the bundle is assigned and scheduled to some run/deploy at some event. What schedules did you use to do so?
I just verified a few of my bundles but can't see any failed Distribution (either Successful, Pending or Not Effective). However i had those issues in the past
I'm still not sure about how ZCM handles distribution regarding System requirements but
"Specify the system requirements for this bundle and indicate if the application icon should be displayed to the user" and the way of application caching I remember from ZDM6/7 makes me guess the requirements don't have effect to the "Install" part (ZDM6/7 "cache always" downloaded the applications to all assigned devices regardless of system reqs too).
So my practice is:
- Define "Install" part if needed, most of the time i can use the "Launch" part instead (most bundles can be Directive Bundles, less overhead)
- Define system requirements
- Don't schedule distribution, use "Launch schedule" instead (if some "Install" is inside this one will be done too)
I don't know where your "fails" come from, do you get anything by viewing the details under Distribution tab?

Also noticed if I have the system requirement filter setup, ZCC always reported deployment failed because it does not meet the system requirement, even ZCC installed the bundle on the device:(
