You said I can create a bundle that is a Collection of Bundles, then was it the order that I can the bundle will be the order that ZCM installs the bundles?
Then why do you have a bungle group?

If you just assign two bundles, there is not any documented way ZCM chooses

ZDM Had "Icon Order' and some other tie breakers.
In ZCM if you really care about order, you should create a bundle of bundles
or perhaps set one bundle to require another.
