Satelite imaging just as slow as if over WAN

We are going through a POC to see if we can deploy ZCM satelites to some of our sites with only 1mb links.
I have a satelite configured everything looks good with closet server rules. The imaging pages
Retrieving Archive from image server
Primary IP (Satelite IP)
When we throttle the switch back to 1 mb it goes at speeds as if it was comeing off the primary.

Please tell me where I am going wrong
