After unregistering and reregistering the machine didn't help started
looking into security settings on the machine because the patches were
getting a Error number 70 which has to do with the scripting host have some
type of permission being denied. Couldn't tell if it was registry or file
system not enough detail. I reset the file and registry security setting
back to default via the following Microsoft KB article

This has fixed the prob. That will teach me not to wipe a machine that has
been around the block a few times!
