Got it. The migration idea would probably work, too.

What I did was delete my current student policy in ZCM. I created a new one and edited it. Then I closed the Microsoft gp management console and clicked upload. But before I confirmed the upload, I noted where the .zip file was located that it was about to upload. I opened the .zip and deleted everything and copied in the Adm, Machine, and User folders, along with gpt.ini from my Zen 7 server. I closed the .zip and uploaded and it worked!

I'm guessing that is probably what the migration utility does all automatically.

It might work if you edit the policy on a windows xp sp3 with console 1
in the zdm 7 environment, save it and then migrate it to ZCM.
