Roll-up servers not rolling up

I notice an several of my 2nd tier Zen servers that inventory roll-up is not working. The \scandir has many files and the EntMergeDir does as well. I've verified the rollup policy is enabled, associated with the 2nd tier server, the roll-up policy points to the master Zen server, the schedule is set to between 5 am - 5 pm and to randomize. I've stopped/restarted the Zen services.

What could I be missing?
