Default Cannot add workstations after changing default container

After discovering that workstations were being created in the ZfD policy container, the container was changed to "workstations"... now i get the following message ad nauseum. I have followed several TID's and cool solutions to try and fix this, and for the life of me cannot figure out where this is falling down and why we're unable to register the workstations.
