Desktop Icons - white with Windows logo - don't work

After upgrade Win98SE workstations to the ZFDAgent the desktop icons no
longer appear properly. The properties are still correct but they don't
work when clicked on. The same app works fine from the start menu.

Any ideas what I need to update?
