Install application before client32 login.

Hello, I'm trying to deploy an application that needs to be installed *before* a user logs in via client32. I have associated the app with the workstation object and it works fine after the login. I have looked at the nal logs and it looks like nal is not able to go online to get the app. The application is only registry changes and a reboot so I do not think there are any permissions issues.

Any ideas?
